I dun messed up... Windows doesn't boot.

H!i Just another computer nub here. I installed a new i7 4ghz 4th gen into my desktop, and now windows freezes at the same spot every time while booting. (Win 7 home basic) I know it's not the bios. I just updated it. I know it's not the motherboard or the CPU itself because the bios page shows that the processor is running at 4ghz, and its not a lack of power because I have plenty. When I try to boot with a boot disc, it still freezes at the same spot. Recovery mode freezes as well. When I boot using my 3.5ghz i3, the computer boots fine. Here's my specs
Mobo: biostar b85mg
Ram: 10gb ddr3
Gpu: pny gtx950
CPU: (see above)
Psu: Corsair cx750m
