Not optimum mode something

So here is the thing.

My monitor has 1366x768 resolution, but, if I set my computer with that resolution it'll say "not optimum mode . 1366x768..." and the image on the screen is squeezed like I set it on 1600x900 or more. Can someone explained to me what happened here?
I've tried to instal various version of the driver and it was not effective. I'm stuck with 1280x720 resolution. Ok, that wasn't so bad, but here is the next sh*t.

So i changed my Mobo lately. But keeps everything. Everything is fine and good until i calibrate the screen. At first everything is fine. But now even 1280x720 triggers the not optimum floating popup. The worst part is it doen't revert back after 15secs. So now everything is a black screen with floating popup.

Before you wrote an answer here is what I found out in 2 weeks of trials and error with my setup.

1. I've managed to boot up in safe mode and uninstalled my monitor and graphic card driver. And nothing happened.

2. I can connect my display to the motherboard and everything is normal. But, i need my graphic card to do most of my job. but if there anything software related i guess I cando it from here

3. I'm using vga to HDMI to connect the display to the graphic card. And apparently this part is somewhat huge deal since it works differently on 3 computer I've tried. I suspect this part to be the issue but to get it I have to travel about 80km to the nearest store so no (delivery services does not cover my area)

My specs
Cpu : AMD fx 8350
Vga : AMD RX 460
Mb : asus m5a78L

I'm on budget so please don't judge the setup.
