My New PC isn't performing as well as it should

So my friend and I recently built my first gaming PC. The PC in total was based on a budget of around 1400, including the monitor. All the parts are pretty great from what I know. The fps I've been getting on a variety of the games I play is surprisingly lower than other builds using the same parts. What's going on in my PC that's causing it to perform this way?

Here are my specs
CPU - AMD Ryzen 1600 3.2Ghz
MotherB - MSi B350 Tomahawk ATX
Ram - G.skill Ripjaw 16GB (8x2)
Storage - WD Caviar Blue 1TB
Graphics - Gigabyte Radeon RX 580 8GB
Power - Corsair 450W 80+


Wifi - Dlink Wireless Adapter

Recommended total sys power for a 580 is 500w, 27 amps. Wattage on such recommendations is stated conservatively though to account for a variety of PSUs, so I would assume your Corsair is OK as long as it puts out at least 27 or more amps.

Make sure when you compare to other's results though you're are talking same game, same segment of game, and the same exact game settings.

Other common things that apply are drivers used, any background programs running, fragmentation level of drive, and scanning for malware or bad drive sectors.

Just make sure if you OC you use a decent cooler on your CPU and follow proper procedure, for which there are guides you can read. Also, synthetic benches are not necessarily a good way to determine OC stability. Often times an OC will pass syn bench tests fine, then demonstrate artifacts on certain games. Always test an OC on your most demanding games.
