Good specs but really SLOW performance

I have recently put GTX 1060 and i5 4570 in my old PC. First when i wanted to start it, it didnt work, windows 7 was shutting down. Then i removed everything from HDD and installed illegal windows 8.1 . But its very very slow, I can't even run minecraft at 30 fps.
But it shouldn't be like that? I also checked user benchmark and it took ages but the graphics card test were good. but the whole test before took ages. I tried to play CS:GO but i get 2-3 fps constant.. I really dont know why is this, all is well plugged in. It wierd becasue it boots up very fast but its so slow when it comes to some applications?

Have you checked your CPU cooler?...This looks like you have not installed the CPU cooler properly..Please double check how you have attached the CPU cooler and make sure it is on propely and that you have also used TIM - thermal paste between the CPU and the cooler itself.

Try uninstalling all drivers using ‘DDU’ using the clean and reboot option then manually install your driver or get it from GeForce experience.

Check for any malware, if it’s an old pc there can be a chance that the system could contain malware.
Download ‘Malwarebytes’

What are your temps?

Make sure your computer system is set to ‘high performance’ in the power options

Yesterday I realised I didnt have chipset drivers and installed them but it seems like nothing changed only some stuff in device manager were now okay but its still horribly slow..
I will also try reinstalling all drivers if nothing else works and probably last option is to reinstall windows.

If I uninstall all drivers on my PC now will it shut down windows and make some bugs? I don't want to do anything wrong but if you guys think its a best solution I will do it. I don't know why would it be due to drivers but maybe I don't understand it. It's just wierd how in opening files and doing general windows stuff its fast, in browsing its slow and in games its horrible..

I have activated windows 8.1 but illegal, so you think I should reinstall windows and all drivers?
(btw my old win7 was also illegal but not activated and I'm not sure that i still have it)

Nothing will happen to your computer when you uninstall drivers, the only visible difference is that there will be a low resolution, donwload them immediately after.

Well I did exactly what Mohan_27 said but everything is the same, still very slow at browsing and horrible at gaming but is fast in booting up and just opening files and such as that.. :( Its really wierd, what would make it be worse than my laptop at some games but better in booting up and opening files??
CS:GO is unplayable. Maybe is it due to hard disk or windows?

Also just to let you know I have 8 Gigs of ram and motherboard is: H812M-S2PV

Lets do some checks on your primary storage. Try this:

Try a scan on your HDD for any corrup issues:

Hey I solved the problem, It was the cpu cooler that was wrongly plugged so it didn't even touch the paste.

So i just turned the cooler wrong way. :) now its okay running
 


Thought so...Nothing worse than a blazing hot CPU!!! All the best to you..
