PC will not boot [turn on] when HDD is connected, but doe boot without HDD?

Basically what title says. I'm trying to turn on my PC with my HDD, but PC will not turn on when SATA cable is connected. However, it'll turn on without it? I recently got the HDD. The only thing I can think of is the PSU. The PSU is an EVGA 600W BQ PSU. Pls help I'm so confused.

could my hdd problem be caused by the PSU?
