last night after turning off my desktop its not turning ON again, but the green light is solid green in the mobo.
Motherboard (M5A97 LE R2.0)
PSU (Corsair CX600)
CPU (AMD FX -6300)

Following are the things I have tried:
1) Disconnected PSU and tried the paper clip method to see if PSU is working fine: Yes it is.

2) Disconnected all components, Connected only my AMD FX - 6300 to motherboard, 16 GB ram and connected the 24 pin to the motherboard and the 4 pin to the ATX-12 V on the mobo. and switched on the CPU by touching the pwr button by screw driver : No response, neither the fan moved, but the green light is still solid green.

3) tried removing all the RAMs and connected only one RAM: No response, neither the fan moved, but the green light is still solid green.

4) Kept the PSU on, and took out thr 24 pin directly when the PSU was still on, and connected back to the 24 pin slot. Now while connecting, when it was half in, the CPU fan and the PSU fan started running but the green light was blinking, after inserting it fully and turning on the power by screw driver, same as before, no response, neither the fan moved, but the green light is still solid green.

Now how can I be sure that the motherboard is dead so that I can buy a new one. I dont have another motherboard to test my PSU and niether another PSU to test my motherboard.

Please suggest.

You could try checking your front panel connectors, seeing if those are all in the proper places.
