I noticed on HWMonitor that my pc isn't running like it should ( or it is a bug from HWMonitor) but my cpu core clock went up to 9ghz?

How can it be 8.6ghz an 5.2 ghz and stuff while my CPU ( intel core i7 950) is not overclocked and the base speed is 3.1 ghz?
I hope you can clear things up for me.
