Gta 4 running at 15 FPS with a setup capable of decently running it

Hey I am having a problem with gta 4 running on my computer the game patch is 1.0.7 and my specs are a Radeon 260 2gb DDR5 intel quad core 2.8ghz 6mb cache i think 4gb DRR3 Ram. I get around 15 FPS maybe low 20 when everything is on low. Is there anyway to get more FPS out of gta 4

Yeah neither am I just wanted to see if there was a way i could improve the performance really just wanted to mod it
