Need a CPU thats very cheap that wont bottleneck the gtx 1070?

Wow. Do you already have the 1070? I'm thinking any cpu upgrade in that board will bottleneck that 1070. Might be better off going to a 1060 and getting an AMD Ryzen cpu/board/ram kit.

Pretty much any I5 from Ivy Bridge on will be fine. However, for "very cheap" I'd be looking at used parts.

Maybe pick up an old business class Dell refurbished. Can find those on eBay with i5 fairly cheap.
