Question about 4K gaming?

How is this new Xbox one X going to play games in 4K when on the PC the requirements for 4K gaming are around a GTX 1080ti/Titan. How is this console targeting 4K when the Pascal cards can barely achieve this. Also I heard that Ark survival evolved creators say they will have their game at Epic settings 60fps when a GTX 1070 can’t even achieve that.

A lot of the games on Xbox One X will not run at native 4K. Some games like fighting titles eg. Killer Instinct, or racing games like Forza will, but that's mostly because those genres are less graphically demanding than others. Like the PS4 Pro a lot of newer games will be running somewhere in the 1440p-1800p range and then using upscaling to get to 4K, or they will be using checkerboard rendering, where only half the horizontal resolution is rendered and a predictive algorithm is used to fill in the unrendered pixels to reduce GPU load.

Truly native 4K and 60FPS is still quite difficult to achieve in the most graphically demanding titles, and you won't see that on Xbox One X, those games will be running at a sub 4K resolution and...
4k is just a resolution, the games will probably still look better maxed out at 1080p on PC.
The short answer: They wont.
The long(er) answer: Just because a game is running at 4k resolution does not mean is going to look any better than anything else. Chances are the games will run at lower settings, upscaled from 720p like they always have been.
