So I noticed this problem about a week and a half ago. When I would power up my PC, the case fans and lights would turn on the GPU would turn on. But my mouse and Keyboard and headset would not light up at all. On top of that the OS would not start up. Just a blank screen because the hdmi would not kick in. I have no idea what this could be. Any help would be appreciated. I also got a message after turning on the Pc. "All settings were reset to default values the previous overclock settings have failed.

That means your OC was unstable. I've had cases where all synthetic OC tests passed fine, then one odd game out of the blue, like Far Cry 3, would have artifacts. This is why it's best to test OCs with the most demanding games you'll be playing.

When your PC resets everything to default states it does so to protect all components. That means you'll have to go back in and set RAM to XMP again just to run it at it's rated speed.

It may also mean you'll have to set boot priority again to get it to boot up properly.

If you attempt another OC though, be careful how you do it, and make SURE you run a decent aftermarket cooler on the CPU if you OC it.
