100% memory usage in Win10

I recently started having a problem where my memory usage in Windows 10 would ramp up to 100% (16GB) when I have nothing running. If I disconnect from the internet, the ramping stops, but the memory doesn't free up. Reconnecting makes it pick up where it left off and eventually I run out of memory and the PC crashes.

This may be malware or spywar running or try putting RAM back in. When your PC boots up go to a program built in windows called task manager. Then quickly go to the part of task manager where ypu see all processes running curently. Then if you can be quick enough give me a screenshoot and I will be able to help ypu with your solution.
