I have anywhere from 400-500$ and want to get a new CPU. My current CPU is an i5-6400 and my MB is a H170 Pro Gaming so its not overclockable (https://www.asus.com/us/Motherboards/H170-PRO-GAMING/)
Should i buy a CPU that is overclockable even though i cant do it? or should i just buy a card thats non overclockable?

Solution
Consider spending less.
Your motherboard will support a I7-6700K@4.0 ,about $300.
Yes, it will not overclock, but at stock speeds it is very close in performance to the i7-7700K.
Use the $200 from your budget for something else.
Depends, best CPU for that money is probably the I7-8700K, but you will need a new mobo to run that. Best CPU that will fit your current mobo is the I7-7700K, yes i know you cannot oc it with that mobo, but it will still run at a higher clock speed than the non K version.

Also don't you mean I5-6400 instead of I5-5400?

Why? The 7700K is only about $10-15 more and runs at 4.2 with a boost at 4.5.
His motherboard will also support a I7-7700K, just update the BIOS first.

You are correct, the 7700K, a better processor is also supported.
It requires bios level 3046.
CPU-Z will document the current bios level.

I personally would go with the 6700k over the 7700k due to thermal issues. Plus the 6700k is cheaper and isnt any faster in games
