I recently put together a new rig, using an AMD Ryzen 5 1600 on an MSI B350M Gaming Pro motherboard, with 16 GB of DDR4-2800. I first hooked everything up outside of the case and powered it on to make sure everything was functional. It powered on, and I was able to get into the BIOS no problem. At this point I was using the Wraith cooler that came with the CPU, which seemed to be cooling just fine.
When I put everything inside the case, I switched the Wraith cooler out for a Corsair H60 AIO liquid cooler. After hooking that and everything else up inside the case, and powering it on, I noticed that the temperature continued to increase, likely meaning that proper contact wasn't being made. I tightened the screws on the cooling block, which seemed to solve the problem, as temperatures stayed around 40 degrees.
After about a minute in the BIOS, the display suddenly cut out, and the EZ Debug LED for the CPU began to light up, meaning something had gone with the processor. Following a reset, the motherboard would not POST. On top of that, the power button refused to turn the machine off, despite it still powering it on. The power LED stopped working at that point as well. I fear that me tightening the cooling block may have broken the CPU, yet it could be an issue with the motherboard. I could sure use some help with troubleshooting.

Solution
Shut down using power button on PSU. clear CMOS, remove AIO slowly and easy. Try to boot with CPU plain, ram and gpu only, see what happens.

I encountered a similar issue using my ASUS 1060 GPU on MSI B350M last week. I am used to connect the monitor with DVI cable ( as my old monitor doesn't have HDMI port ) before hardware upgrade. I found now only HDMI can display properly as I tested it on TV.

So I suggest the guys who encountered similar issues, try to use to HDMI cable to connect to monitor.
