Ryzen's Max Temp is 70C!!!?????

So I have been messing around with overclocking my 1700X, and shockingly the computer is shutting down due to overheating. I guess it's because i'm hitting 70C. Voltages are just below 1.4v and i have an H100i V2 with maglev fans at 1400RPM.

Why is the temp limit so low?

I don't think so. AMD Guideline is 95 degree. Mine will hit 80 in stress testing and is fine. Shutting down can be caused by instability. To me, your voltage and frequency may be inconsistent. What is your clock speed @ 1.4v?

3.9ghz. But i know for a fact it's a problem with the overheating on the motherboard, the computer immediately shuts down once it touches 70C and says once it reboots "CPU went over max temp limit" or something like that.
