Solution
several small motherboards will be built on that board base. on some there is a socket and the need for a CPU fan header. this board has a passive cooling solution and removing the header for this model was probably more costly for ASRock than leaving it on.

I'd just assume that it's for if you want to add a fan that can be controlled by cpu temps

ohh alright and yeah that makes sene i'm not sure if thats evan a thing, removing the cpu heatsink and putting on a custom cooler. thanks !
