Ryzen 5 cpu voltage 1.7v..

Yesterday my asus crosshair 6 hero after a restart decided to give my cpu 1.7v... i noticed it immedetly and restarted to bios and loaded the optimized defaults. The cpu got the 1.7v for about 2-3min so i wonder could i have damaged the chip ? It booted today normaly and right after the restart also playded games and for now everything seems fine.

the cpu was oc'ed to 4ghz with 1.35v. After the nzxt cam update while gaming the pc started to shutdown as if the oc was not stable or something. turns out the nzxt was only letting the fans spin when the coolant in it was oever 40c... the cpu temp pas ignored.. after one of the rr when the pc booted the fans started to spin at 75% and as i looked at hvmonitor i saw 1.65v to the core.. so emediatly i restarted to bios and loaded default settings then did the oc manualy again and everythings looks working for now. also set the nzxt cam software to monitor the cpu temp and set the fans based on the temp

i am saying that yesterday after a restart when the system crashed while gaming the voltage boosted itself to 1.7v constant... did a restart to bios ant there it also showed 1.7v . then i loaded the default settings and everhting was fine. i did the oc again to 4ghz with 1.35v and for now it is stable. no fluctuations or anything and was wondering if that voltage surge for few minutes could have damaged the cpu .

Maybe you could also tell me why the voltage drops sometimes to 0.628... at that moment the game freezes for few seconds and then is going again. The same happens when running cinebench 15...
