No Internet access, wants to create a network drive

So my Grandmother has three computers. One is from 2002, one is from 2007, and the other is from 2012. I know, quite the spectrum. She is old school and doesn't want to change the software she uses to edit photos, which is why she wont just get a new PC. So she wants all three PC's to be able to communicate without internet access. What would be a relatively affordable ($100 or less) router for her to purchase to make this possible? Would they all just have to ethernet directly into the router? I doubt they have wireless capabilities.
 
Solution
You don't need a router for this. A simple switch (10/100/1000) is all that's required. Install a network interface (if not already present) in each PC and cable to the switch.
