My newly built pc won't post with the gpu installed but will without it

I recently pit together a new build. When everything was in place, I turned on the system to attempt a post. Sadly, I got a black screen. I have been troubleshooting this problem by taking out peripherals and determined that the gpu is the cause. If everything is attached except the gpu, the system will post. Is the gpu simply not getting enough power? The fans on the gpu will spin for a small amount of time then stop. There is an LED on in the card. HELP!
Parts:
Psu: EVGA 550 g2 modular
Cpu: I7 7700k
Gpu: Asus 1070
Mb: Asus prime z270p

I plug the monitor display cord into the card. If the card is not in the sustem, I plug it into the mb and it works. The Gpu has a 8 pin connector. The cable from the powersupply has one end with a 8 pin and the other has two connectors that split off of each other. It has one 6 pin and a 6 pin with an add on that makes it an 8 pin. I plugged the side that is just an 8 pin into the power supply and the split end into the gpu. The 6/8 pin connector is in the gpu well the 6 pin is dangling.

I did use the full 8 pins on the six plus two connector. All 8 pins on the gpu were filled. Should I flip the cable and use the 8 pin connector that is not separated on the gpu then plug both the 6 pin and 6+2 pin into the psu

Did you disabled the onboard/integrated graphics from the bios and then plugged the new Graphics card?
And did you everything plugged in properly (like the power adapter for the graphics card?)
And last: Did you first manually deleted the previously driver from the old graphics card and THEN plugged the new graphics card?

This is a new build from scratch, there was no old graphics card. I am attempting a post. After this conversation and a call to microcenter, I believe the problem is the cable connecting the gpu to the mb. The six and six/eight pin need to be connected to the power supply and the eight pin to the gpu. Now I have to take of the entire mb
