How big of a ssd do I need just for putting a os on it?

Solution

From direct personal experience, a 32GB SSD does not work.
Sure it installs and runs.

Until you get to the semi-annual large updates. Like the Fall Creators Update coming next week.
My little Asus Transformer 32GB eMMC drive will need to do that manually, from a USB stick.
An inplace Update will fail, due to not enough free space.

According to MS the 32bit version of windows 10 needs 16GB.
The 64bit version requires 20GB of space.

BUT... Both will expand over time so, for that reason I wouldn't recommend anything less than a 60GB drive.
(30GB might work but I won't recommend a 30GB SSD to anyone.)

But after you consider pricing I highly recommend no less than a 250GB.

I strongly agree with USAFRet. You should install your programs (most if not all) on that drive as well to make those load fast.
Large games should go on a larger HDD.
