Bizzare freezing issue - Computer dislikes only a certain GPU, while that GPU works fine in other builds

Ok I've been having a ton of problems with my PC. My Build ran fine for about a year after building and I started to run into weird issues after a cross country move with the computer. I've been having these issues for 8~ish months now. Very frustrating.

Now, what happens is that the computer will randomly freeze. Sometimes it keeps the image of what I was last doing, sometimes it goes black. If there was any sound playing it loops it loudly and sounds like a loud BZZZZZ. It can happen if I'm literally only browsing the web, it can happen if I am heavily gaming. It can happen after 15 minutes, it can happen after five hours. Any game. Doesn't matter.

Things I have tried: I have replaced every single component in my computer(Mobo, twice, all my ram, cpu, and psu) with the exception my SSD and my water cooler. Updating mobo bios. Wiping my entire system. I have uninstalled and reinstalled about every program, driver, that could be a possible root cause, multiple times. I have tried installing multiple old/new driver versions for the GPU and installing different supported programs( I had read on a forum that NOT installing Catalyst Control Center And/or Afterburner fixes this issue but it did not for me.) I have browsed forum after forum, thread after thread, with multiple supposed 'fixes', but none that have helped my case specifically. I have cleaned my entire rig top to bottom. I have made sure my temps are fine and it isn't caused from overheating or dust build-up. I have ran mem tests to make sure my current ram isn't faulty. I have checked to make sure any background and/or third party processes aren't using the gpu without permission. I have tried using a different monitor and HDMI cable.

(capital words used here to help prevent confusion) The weird part here is, the freeze will not happen if I'm NOT using MY graphics card(r9 390, specs below). The freeze will also NOT happen if I use the SAME card in ANY OTHER computer(I had two of my friends both borrow my card for a week each and neither of them ever experienced any freezing) The freeze will also NOT happen if I use ANY OTHER CARD(the two I've used were not as power-hungry as my card, I swapped with an amd r9 270x and an amd r9 380) in my computer. My friends would exchange cards with me during this ordeal and I would use their cards for a while, and I would never get any freezes. I have sent the card in to MSI twice, the first time they said they couldn't find anything wrong so they sent the same card back. The second time they sent me a refurb because I claimed the same thing was still happening. Even with the refurb card, which I've confirmed IS in fact a refurb, same issue.

Another interesting thing to note, sometimes when the computer does its black screen crash, it will suddenly recover(in an instant, no restart or anything, it just blinks back on and is functioning) but there will be a couple blocky artifacts on my desktop screen and a ton of screen tearing in game, but the system seemed to have recovered and is still running. Upon restarting the PC after this happens, everything's back to normal.

Another thing maybe to note, I was using an intel skylake processor, and my processor was really the only thing I hadn't changed out, and somebody told me about the skylake bug(an issue where intels 6700k processor was freezing systems under heavy load). So I upgraded my CPU to a Kaby lake 7700k.

Needless to say he issue is still happening, this is so bizarre and I am pulling my hair out. My last resort here is just to sell my obviously functioning GPU and just buy a different one. Because it seems everything functions fine as long as it's not that specific GPU.

Well, such things, while defying logic, do happen, when a GPU won't work correctly in one rig but will in another. But before you consider it is such case, you have one more thing to test - PSU. Now, you wrote your card worked fine for a week in friend's machine. So I were you, next step would be swap PSU with that friend (as his is definitely capable of running your GPU) and test such setup. Note however, that there may be yet another source of your problem - quality of your home electrical network. So if after the PSU swap your GPU would work fine, you should also test your machine at other place to confirm it's really a PSU problem and not electrical network problem. However, if the swap does nothing, then it looks like selling your...
