Really good rig lagging on all games

I have a 2yr old rig. It ran every game I could throw at it on max settings for about a 1.5 yrs but recently I’ve had major lagging issues, stutter, frame drops etc. But I have no issues with other tasks such as streaming, video/ photo editing or rendering? I was keeping an eye on component usages and temps but they are all normal or the same as they were before? I tried reinstalling drivers, updating drivers, reinstalling games, lowering settings but nothing helps?
I also tried a different anti virus that uses less of the CPU but I turn it of temperatly when gaming anyways. So I have no clue as to what the problem is...

Specs:

i7 6700 3.4ghz (not overclocked) stock heat sink and fan
Evga GTX 1060 3gb (overclocked)
RAM 8 gb ddr4 running at 2133 MHz
2TB HDD
330W psu

I would recommend an EVGA SuperNova Gold G2 / or new G3 /GS / GQ, Platinum P2 / PS, or Titanium T2 or a Seasonic M12-II Evo or S12-II
GOOD PSU EVGA is a B2, G2, G3, P2, GS, PS, or T2. Avoid the EVGA B1 and G1 series/ I bought a EVGA G3 with 7year garentee

or a corsair 500 600 cxm there not very expensive but quite good not my cup of tea but quite cheap.

I have a 330W psu. I also should mention that I did upgrade from a gtx 960 which ran no problems. Looking at the specs, it needs 120W to power which is the same as the gtx 1060. So it shouldn’t be the psu...

Solution
-When did this start happening?
-Have you tried system restoring back to when this didn't occur?
-Has anything changed in your system recently such as Windows updates or drivers?
-Have you tried Driver Sweeper/Display Driver Uninstaller to wipe all GPU video drivers off?
-Have you tried a different GPU?

Also the recommended PSU is 400w so i'm surprised your GPU has survived this long. Your PSU is probably only doing 300W efficiency wise.
