I have decided to build my brother a $1200 PC. I already got advice from Tom'shardware community. However, today I was thinking that instead of buying my brother all new components, I could get myself new CPU, RAM, Mobo, give him mine and get him the rest new.
I will be spending a little bit more but at least I get something for myself out of this act of charity.
The thing is, I have wanted to upgrade my CPU in the past but I have gotten feedback that it is kind of a waste. Now that I am already dumping cash into this new build, it seems a more reasonable decision.
I surf the internet and I game. I do not stream or anything. I like Arma, SQUAD, RTS, GTAV. I don;t know a lot about hardware but it seems like my needs would only require 4 cores and that I would generally be looking for highest single core performance. I was eying the i7-7700k or the i7-8700. I have checked on some other posts and everyone frowns on such an upgrade.
I wanted to ask for some advice on this. Cost not really a factor, What CPU should I get? What Mobo would you recommend? What RAM? I want something that runs really fast and I am willing to pay but no need for bells and whistles for anything other than gaming.
I have investigated these things but I feel like I am missing something every time I choose something so I still have some education to go in understanding the full scope of specs of PC hardware and what the needs is with software I run. Below is my current specs.

SDD: 2X Samsung 840 EVO 120GB 2.5"
