NEED HELP PLEASE. choosing hardware for a 4K media/file server with $500 budget

Sorry for yelling but I needed attention. I'm building a media/file server with a $500 budget that can stream and store 4K movies and I don't know what hardware to get i have a case and it needs to have a soundcard with 5.1 surround. so I'm hoping someone can help by giving me pointers please.

Requirements:
1- Must be under $500 usd (case included)
2- 5.1 surround sound with optical out.
3- Kaby lake cpu or a GTX 10 series for 4k netflix - expandable option if not passable.
4- Has to be off of newegg or amazon I don't want to use other sources (Ex. ebay, craigslist, etc.) Walmart and BestBuy are exceptions.
5- Needs to fit in this case, which will be easier because it's an ATX and not micro ATX or some other standard.

6- Try not to take up the entire budget cuz I still need to buy thermal paste and fans or whatnot.

This is my first post on any forum, I am 15+ and i have severe autism, and bad at writing and spelling. i'm not saying this for pity or to make you feel bad just for understanding.

If you are streaming to another display device, like a TV or media player, then no audio card is used on the file server. $500 won't buy a lot of space for a file server when you have to buy the rest of the file server. 4K video will take a lot of disk space.

no i'm directly connecting it to my 4K HDR TV and i need a soundcard with 5.1 surround and optical out to conect it to my surround sound system. and the storage i already covered i got two 2TB WD HDDs to put in raid 1 to hold photos as well that's what makes it a file server i'm not going to hold that many 4K movies and they will be compressed no raw

i just need hardware such as cpu gpu ram mb a boot disk (win 10- already have) and maybe a better cpu cooler (case comes with fans)

and thanks for asking (wasn't being sarcastic)

This should work out perfect for you. I didn't include a case as it seems you have one and storage i only added an SSD for the boot drive. PSU I wouldn't recommend anything under gold rating as i assume this will be running for long periods of time.

I applaud you for wanting to do this yourself. DIY computer projects are very fun and really teach you some cool things. I started building computers around 15 and really got intrigued by them. 10 years later, I landed myself a pretty good job with the things I have learned and it was mainly from hands on projects.
