Is it normal running gtav game on ultra settings 1080p , on i5 4570 cpu MSI GTX 1070 gaming x , at a gpu temp 0f 38c , isn't that too low

Im using msi afterburner, now that i was surprised with the temperature of 38 degrees, i got even lower to 24 degress now at idle , a maximum of 49 degrees on intense games such as witcher 3, forza horison 3 and gtav all on ulta settings 1080p antliasing to 8 times,
And im using standard fans, the cpu idles at 35 degrees , no water cooling

I did try gpu z also , 8 noticed it's my case and fan setup, I HV created special motherboard fan for a you which runs at Max of 2200 RPM , (in automation with the temp regulation, and 3 fans , I guess they are way more effective , so you temps can be lower than the room temp

GPU or CPU temp can never be lower than room temp if you are cooling it with room temp air. Even with the system turned off, the CPU and GPU will be at room temp. You might have a sensor issue.
What is the CPU temp at idle and load? Same deal as the GPU?
