Can someone install malicious software on a windows 7 usb?

I gave someone by bootable windows 7 usb drive. Is it possible for someone to install malicious software or tamper with it that could cause harm? Just wondering before I install windows again.

Yes.

Besides tinkering with the files they could also simply reimage the drive with their own custom infected version and return it back to you.

I tend to not let people I don't trust borrow equipment.

Sure.
If you don't trust them, simply get the ISO direct from Microsoft again and redo the USB.
