GTX 1070 with i7 4770 low fps

Hello, this is my first time posting.

I have an i7 4770 (3.4Ghz base and 3.9 Ghz boost)

GTX 1070 FE (oc'ed core clock of 200 and 250 on memory using MSI afterburner)

And ram

Avexir 16GB 1600Mhz DDR3

While playing PUBG (player unknowns battlegrounds) I get 75 stable FPS at 1080p with everything on low except textures and view distance which are on ultra. But for some reason, every time I am near a town (ex. pochinky) I get fps to 50-60 I know the game isn't optimized yet but is this normal? CPU ranges from 30-40% usage

Also, in the devision (tom clancy's the division) I get stable 75 fps but once I start walking around a bit my fps drops to 60 all the way down to high 40's on the recommended settings which is HIGH but I see people with the same specs as me or at least equivalent get higher FPS on ultra. my CPU usage ranges from 40 - 60% never 100% but my GPU usage drops as well.

Same thing with ghost recon wildlands

But for games like the witches 3 or tom clancy's rainbow 6 siege my FPS stays stable at 75 fps.

Any help would be much appreciated

pagefile can cause an issue, but generally causes crashing rather than low fps. also 2gb should be ok, but set it back to system managed just to see if it helps. i gave your post another read and the fps drops don't seem too unusual. there are a lot more textures loading in a town. sometimes gpu overclocks will have negative effects even if it may seem stable. try removing your overclocks. definitely get draw distance off ultra, lower shadow settings, and turn off any AA. see if it helps. it really just sounds like a setting issue if its an issue at all.
-reset your bios to factory default
-check your machine the proper amount of ram that is installed and working properly. like if you have a 8gb kit, is there only 4 showing? what is your ram usage when you see the spikes?
-run testing on your ram. use win search for "memory" and it will pop up.

update when you've done that.

I'm not home at the moment but last I checked, which was last night my ram 16GB (16 usable)

Ram usage is the division is around 10GB and ram usage in pubg is around 8GB I also reset the bios last night, checked for hard disk errors, removed my over clock and reapplied it, DDU and installed GPU drivers and memtest with no errors. GPU temps in all the games were about 70-75 and for the CPU 50-60

I don't know if this would cause the problem but since I had 16GB of ram I reduced my pagefile to only 2GB a while back, I tried having windows handle it but it didn't make a difference..

Will try setting pagefile to system managed and will remove GPU overclock. Just thought I'd add this, the dips aren't really dips, wrong choice of words. they actually stay at that FPS until I move out of the area. Hopefully what you suggested will help haha.

I just find it odd that on multiple forums and posts, people say a 1070 can handle 1440p at 60 fps on at least high settings in games but the GPU usage at 1080p 75 fps is already at 90% upwards.
