Which of these two pcs is ultimately better for gaming

ryzen 5, 8Gb 1060 vs 7400, 16GB 1060.

Very very tough call.

The extra cores and threads will help on the ryzen build, you won't get high enough frame rates from the GPU to be concerned about ultra high FPS gaming, so it's nicely balanced BUT the 8GB is a problem in my opinion.

Both of them have poor and borderline undersized PSU's, you will not be able to get a GPU that pulls more power without replacing the PSU.

I'd say build it yourself.
