Fast internet speed but slow download speed

My internet speed is 367Mbps download and 438Mbps upload. but when I try to download a file about 20MB, it will have 170Mbps of download speed on the speed tester, and 3KB/s of speed on the download manager. and it stops after downloading 170KB
How do I solve this?

Wired or wireless connection?

What browser is being used?

Any error messages when the download stops?

All download attempts or just one particular 20MB file?

Do other devices have download problems?

If possible try downloading file from another source: i.e., a mirror location perhaps.

Wired or wireless connection? I tried using Wired and wireless connection.
What browser is being used? I used chrome, IE, Internet edge and they all have the same issue.
Any error messages when the download stops? Nope. not a single error message
All download attempts or just one particular 20MB file? Before 20MB works. but after 20MB it doesn't work. although I tried downloading WarThunder or World of tanks, and even in steam and they seem to work fine.

Do other devices have download problems? Yes. Laptop, CPU, Phone they all have problem.

If possible try downloading file from another source: i.e., a mirror location perhaps. I would like to but they don't have mirror location
