HELP! Active HDMI to VGA Adapter Does Not Work!

I have 4 (HP 23" LED TFT E231) monitors and two GT1030 graphics cards.
Each graphics card has 1x DVI-D and 1x HDMI.

The 2 monitors that are connected into the DVD-D ports are working fine.

However, the monitors do not have a HDMI port.

I am attempting to use an "Active HDMI to VGA Adapter" for each card:

I am not getting a display on the two monitors that are using the HDMI to VGA adapters.

I have selected "Extended Display" in Windows 10, but the monitors are not being detected.
I am also using the USB cables that came with the adapters.

Do you have any suggestions on how to solve this?

if you are using both adapters in one GPU, they wont work together, try 1 adapter per GPU and see if it works. (it happened to me, i had to change from "HDMI to VGA" to "DisplayPort to VGA" so that it would work)

Thanks for your response, but I am only using 1 adapter per GPU.

then how about this, try only 1 GPU first, see if the 2 monitors on it will work, IF it works, then try the second GPU alone, see if it will work either, maybe your PSU cant handle.

also try without the USB cables, see if anything happens
