inconsistent performance msi gtx 1060 6gb

I have an msi gtx 1060 6gb, an amd ryzen 5 1600x and a 400-watt PSU.
I tried playing overwatch and I noticed that the performance was wildly inconsistent, sometimes the game would run at 30 fps and other times it would run at an ideal 60 fps. why is it so inconsistent? any response is welcome

But isn't the minimum a 400w PSU?

Unless he's running something crazily overclocked which with a 400w psu I doubt, a bunch of hdd's and led's than I don't think it could be the problem.
