Memory always on around 30% what is Normal? MSI GT73VR 7RE

Hi! hope anyone can help. Just bought brand new GT73VR 7RE VR ready. The Dragon Center tells me Memory is around 30 %? Not using heavy software, just Chrome (Creative Cloud installed, not using it now) Power Plan is set to high performance. Also the temperature seems high?

Is it normal? What is normal? If there is something wrong, what could I do to fix it? Best and thanks a lot in beforehand.

16 gb ram installed, Geforce GTX 1070 (I am not a pro on tech - so I will attach my specs in the attachment). Would be very happy for answers, as I really need the PC to be fast due to video editing. Specs below.
