No internet access through lan cable.

(Noob here) So i believe my situation is pretty fuc*** up. So while ago like 6 months ago it was raining something went wrong with our Electricity, just before electricity went down i was on my pc watching YouTube or something i heard little explosive sound from the back of my PC and then the smell of like a burning wire so i take a look i saw my RJ-45 pin was all black it blasted and i also later i also found out that my router had also exploded but after a few hours when Electricity was back i needed to turn on my PC to see if it's even working or not and..it WASN'T it was not turning on Guess what i had to replace the PSU too and when i replaced the PSU and plugged my New Lan cable into my motherboard it wasn't working. As Expected. so i go out there bought a" RD9700 USB 2.0 to fast Ethernet 10/100 mbps RJ45 Network LAN Adapter Card" And the drivers that it came with wasn't working with my Windows 7 Ultimate so i manually download the drivers and it was working just fine. But then 3 months later something was wrong with thatUSB 2.0 to fast Ethernet Network LAN Adapter Card i had to replace it i bought the same one as before and i didn't even had to install the drivers i just plugged it in and it was working UNTILL yesterday my internet shows this yellow icon on the internet icon on my PC but devices that are wirelessly connected to the router the internet was working so i know something is wrong with my PC I removed the RD9700 2.0 adapter plugged it back in. thought it would fix no it didn't. then so i did some research online came up with some solution I did those "netsh ip4 ip6 reset catalog whatever the codes are In CMD no still not working I tried updating the drivers, removing the drivers installing back again i tried several different drivers for the same RD9700 adapter Still nothing There is no internet access. then i FINALLY decided to reinstall my Windows 7 i deleted the older one and installed it once again then install all the necessary drivers then i plug it in i install the drivers no i was still not working i tried all the Drivers for the RD9700 that i had downloaded no it didnt work THAT IS WHY I FINALLY DECIDED TO WRITE THIS WHOLE THING ON HERE. #Tomshardware and btw my usb ports are okay only 2 of them don't work since the electricity thing happened but others are okay. oh and also before wiping my C drive i got to my friends house with my RD9700 USB 2.0 to lan to check if the problem has to do with my USB 2.0 adapter i connected it to another PC and the internet was working i didnt even had to install the drivers so i guess it has to do with my PC. HELP. sorry i wrote too much.

You had your onboard LAN burnt up in a surge, If you have replaced it fully and it still does not work see the following.

A lot of people dont realize but there are 2 possible surges to a computer, 1 being the power outlet, the second is the Telecom. Your Router/Modem most likely has been destroyed or burnt up by a Telecommunications surge. get a new router/modem. anything you connect to it has the possibility of shorting and damaging components.

if the device LAN is dead disable it in the BIOS. the motherboard may still be powering the LAN and that could be causing issues power surges on other onboard devices.
after an event like that I suggest a new motherboard.

make a linux USB drive, and boot to a new environment on your system. the OS will run from USB and you can use linux to test the adapter and other hardware independent of windows
distrowatch.com has many linux distribution and download links
http://rufus.akeo.ie/ is the preferred tool to make a bootable USB drive

OK i'll give it a go but Distrowatch.com has too many Linux Distribution which one should i use which one you would prefer?

my second OS is linux mint with cinnamon. I like that it is simple to navigate and is the easiest distro I have found, growing up on windows.
as a tech I have puppy on USB, every tech need their puppy. puppy is tiny, runs entirely from RAM (the entire OS fits in RAM) but there is a learning curve the navigation is muddier than mint.
I suggest mint for the immediate uses and puppy as a rescue tool in the future.
