Will this Build handle the Overclocks I want?

All new build except for 4 parts.
USED:
Ryzen 5 1600. Got it for $85. Don't ask.
Corsair CX750M. Bout 5 yrs old but still serviceable.
Intel 530 240GB SSD
Gigabyte GTX 970 G1 Gaming

NEW:
Phantech 400S http://
ASUS TUF B350M-Plus http://
WD Blue 1TB HDD
2x8GB Corsair DDR4 2400 http://
and another SSD, either 2.5 or M.2.

I want to do your Standard Ryzen OC. IE: CPU to 3.9
Bump up the GPU again
I don't want to speed up the RAM but I would like to squeeze the Timing down to 14-14-14-34. Will this work?
Any Reason not to take M.2 over a 2.5 SSD?

this power supply with the 3 yr warranty? is not serviceable anymore. is not for overclocking of any kind.

Ryzen will thank you for faster RAM, it can actually benefit from it. I suggest getting at least 3000. the timing will increase with the speed. DDR 400 has timing in the low single digits but ran at a tiny fraction of the speed. as one goes up so must the other. like the sky is blue, and night is dark, it just is. why the preference for the low timings over more bandwidth?

m.2 has 2 types of SSD for it, regular SATA and NVME. NVME drive are +3x faster than a SATA SSD. in real world use you will not notice a difference unless you are actually measuring. the main reason to choose m.2 over 2.5 is cable management. the m.2 is on motherboard and has no cables, less clutter.

I been lead to understand that with Today's Gaming, when dealing with Anything below a GTX 1080, that FPS get better with lower latency and RAM speed stops really mattering.
Besides the RAM is what's left of my Budget and wanted 16gbs vs 8gbs so...
