New pc stuck in turn on and then right off

Please help!!! I'm stuck on an endless turn on - shutdown loop. New pc, gigabyte aorus gaming 3 MB, i7 7040x cpu, 1300W evga psu.
Installed everything just as the manual said I should. I'm stuck with this boot loop and the cpu led is what turns on in the mobo. Tried replacing psu for the original evga 650 i bought for it - didn't work either. Swapping ram sticks didn't do the trick. Cleared CMOS with no results. Everything brand new. What can be wrong???? Agahahahhahahaag

When the GPU is bad, the power supply usually prevent the computer to turn on entirely.

This sounds more like a motherboard issue or a power supply issue.

I had many issue with my Gigabyte GA-EP45-DS3. The board died 3 times in less than 18 months and the computer just refused to power up.

Since you tried swapping the power supply to no success, just RMA your motherboard. If you can, exchange it to an MSI. You have 30 days for getting a refund or an exchange if your motherboard is DOA. Some credit cards cover your purchase from DOA up to 90 days with a refund.

Inform yourself and don't let the store or Gigabyte bully you. If you send the board back to Gigabyte, they are going to send you a reconditioned unit to you while you paid for a brand new board. Just avoid it and exchange your board.

The gpu in the video isn't connected on purpose. I just gimned it with and without. Didnt make any difference.  Moreover, tried with and without ram to no avail. Curious thing there is that 
1. Thw mobo only has 1 direct connection to the psu called ATX 12, and not 2 connections like older mobos.
2. When unplugging the cpu power cable (ATX) the mobo turns on for 2 seconds longer and then shuts down. Then it turns on again and again in a loop until I kill tje power to the psu...
Any suggestions?

Probably a bad board like mine. By the way try booting it without the GPU. Check if you installed the CPU correctly and check the socket for bent pins, that could be a reason.
