New build, motherboard LEDs light up, but won't power on.

In need of help! This is my first PC build, so bear with me please. First, here are my specs:

ASUS ROG STRIX B350F motherboard
Ryzen 5 1400 cpu
crucial ballistix 1x8GB
gt 610 GPU (not a gamer)
NZXT S340 case

The case, MOBO, CPU, and memory are all brand new. The hard drive and GPU are from a previous fx8320 build that died, but I don't think they were the issue (I think it was the motherboard).
I have everything assembled (correctly, I believe) and when I flip on the PSU, the mobo LEDs turn on, along with a random little orange LED on the bottom right corner of the board (don't know what that's for). When I hit the power button on the case, nothing happens, no fans, nothing. For some reason, I can't get the front case panel LEDs to turn on at all(power button, HDD led, etc). I followed my MOBO manual and have them hooked up properly, along with the USB 3.0 connector. I've gone through the long troubleshooting checklist on Toms hardware and everything checks out.

The only thing I can possibly think of is when I mounted the MOBO, i used mismatched screws to attach the board to the standoffs. I don't believe my board came with any. Also, does it matter which slot I have the GPU installed in? I'm desperate to get this thing running, as it's going to be my school computer in a couple weeks.

Double check the graphics.

Spec's list " HDMI 1.4, DisplayPort 1.2"

New PSUs can have problems.

Google "How to test a PSU". But do not do anything unless you feel really comfortable with the test or have knowledgeable help on hand.

Take a close read of the motherboard manual.

Mandatory to find out what things, such as the "little orange light" may mean.

Any "beep" codes during boot up? Those beeps can provide very meaningful information.

Pull the GPU. Simplify as much as you can.

Not sure about the mismatched screws. If they caused some shorting or grounding problem then the Motherboard may be damaged.

What PSU are you using? Troubleshoot the PSU. Seems to be a common factor.

I searched the mobo manual for the orange light and couldnt find anything. No beep codes. I hit the power button and nothing happens at all, not even LEDs on the front panel. Will it boot without the GPU since there are no on board graphics? How do I test to see i the problem is the power button on the front panel? Thanks for your help

EDIT: After doing research online with other ASUS motherboards, I believe the orange LED is simply indicating that it is receiving power from the PSU. The PSU is brand new (EVGA 450W), so I wouldn't think that will be the issue.
