CPU Core Clock stays high after start up but not after idle

Hi all,

I have an i7-7820x paired with a msi x299 tomahawk and a msi 1080ti gpu.

After startup with no load, my core clock stays high and above of 4000Mhz. But if I reboot it, the core clock stays at idle of 1200Mhz.

I have yet to OC as I want to solve this problem and I have set balanced power in win10.

Thanks for any suggestions!

Run a Defender scan while monitoring task mngr/ performance. If the clock speeds bounce around up to 4.0 GHz, that's normal 'balanced' behavior, where the processor reduces it's clock speeds while doing nothing, or reading text, docs, etc..

Thanks but it still stays high while doing nothing. Goes up to as high as 45000Mhz

Get latest Windows updates, reinstall chipset drivers; that's some peculiar behavior in Balanced mode...

Is cpu settings for multiplier set to auto/ default in BIOS?
