Ethernet does't have a valid ip configuration

Hi guys, i want to ask about this.

My pc doesn't want to connect to internet.
I've already try everything in google and in this forum, even i reinstall my windows but still i got stuck.

My motherboard gigabyte GA-H61M-DS2 (rev. 5.0)
Proc i5 2320
Psu fsp 500w
Windows 8.1

I also want to ask, i got this vga card asus expedition nvidia gtx 1050ti oc4gb dd5, when i try to install this vga, after a few second login to windows, my pc got shutdown itself.
Is it not compatible with my motherboard or what should i do?

That's what it says whenever the router handing out IP addresses via DHCP fails to assign one for any reason. Could be you have a fixed one locked in on the wrong subnet or really anything.

Shutting down as soon as the driver loads is usually an insufficient power problem.
