GT 710 DDR5 or GT730 DDR3

my question is if the extra $50 NZD is worth it to get the gt 730 instead of the gt710.
Also is ddr5 ram noticeably faster than the ddr3 ram.

Differences in VRAM generally only matter when comparing the same or similar GPUs. The 730 is solidly the better one, though if the intention is gaming, a GT 740 is really where entry-level begins. If you have a Kaby Lake or newer Intel CPU with an integrated HD 630, it's actually faster than either of the GPUs you asked about.
