Building a budget build for a friend need opinions. I want to get the best for the buck. I lived in the Philippines so i converted the price to USD.
choices are :
-G4560 - 55 USD
-Ryzen 3 1200 - 110 USD
-i3-7100 - 110 USD

Solution

not any ryzen 5, just quad cores. there are also hexa core ryzen 5 like the ryzen 1600.
as hellfire pointed out, the wait will be at least couple of months - until Christmas. according to intel, cheaper H310 or B360 boards will be available sometime Q1 2018. It's their interest to release them ASAP, but it will take some time.
But to wait a bit is a good idea as 8th gen was just released and it could affect ryzen pricing. Not to mention Black Friday coming soon.

Already have the other components , Proc and mobo are the only ones needed.
For browing and playing dota 2 and OW.

Keep in mind that the motherboards are also quite a bit more expensive for the Core i3 8100.

best compute power (total computational power) = ryzen 3 > i3 > g4560

best clock GHz (for small games / single and dual core games) = i3 > g4560 > ryzen 3

ryzen will be more pricey when you add the RAM as it requires a matched pair and higher (2400+ and some/most suggest 3000) mHz
intel cpus less fussy over RAM clock speeds, and can settle easily for 2133 mHz (a lot cheaper than 3000 for sure).

so when you look at budget, ensure you look at everything, not just the cpu.

browsing is windows which takes generally 2 cores and some multithreading = intel cpus with higher GHz
dota is a 2 core game = intel cpus with higher GHz
overwatch is a multicore + multi thread game = ryzen with more cores and threads.

For playing Dota 2, either of those chips can work. The advantage of Ryzen is that, Dota 2 is more cpu intensive than gpu, and having 4 physical cores will help the game scale better for a more smoother performance throughput and wont lag even on higher settings.

Already have 2133 Ram. i guess ill find a g4560. I dont think their performance are close but considering the price is almost 2x.

Im thinking about ryzen 3 or g4560. What about i5 6500 is it comparable to Ryzen 3?

computastional power = i5 6500 > ryzen 3 1200 > i3 8100 > g4560

clock speed = i3 > g4560 > i5 > ryzen

quad core > threaded cores.

but if a game/program isnt written to use cores and threads, you get rocket league = single core/thread game which means it runs just as well on an i3 as it does on an i7 (relatively speaking as it only uses 1 or 2 core). ofc an i7 core is better than an i3 core, but you get the idea.

can be up to 1.5 faster and this will scale since its a greta quad core .

i3-8100 is practically the same as current i5 but at lower price. though you will have to wait a bit as the MB for the 8100 will cost you around 120$ at least as only Z370 is available ATM. so definitely 8100+Z370 is better than i5-7500 with whatever MB and will cost about the same.
any of the above will do better in gaming than ryzen 3 and quad core ryzen 5

i see , the 8th gen i3 is that good. maybe i should wait a bit for a MB for it thanks.
means i3 8100 > any ryzen 5 > any current i5

Current gen. i5s are better and costlier. He was talking upto the last gen. The last gen. i5s have been turned into current gen. i3s. But the cheaper boards for the 8100 have actually a lot of time to be launched. Most probably 2nd quarter of next year. So its a pretty long wait.
