The main value of a ssd is the very low latency.
That is about the same for either ssd.
The sequential speed of the 960 is better so you are posing a tradeoff between sequential speed and capacity.

Worth of that distinction is something only YOU can determine.

I might ask... what will the 3tb hard drive be used for?
If it is to store large sequential files such as videos, then a hdd is very appropriate.

If it is used to store more games, consider omitting the hard drive, at least initially and buy a 1tb 960 in the first place.

This also depends on the rest of the system, primarily the motherboard.

But the default suggestion would be the Samsung EVO.
NVMe drive are 'faster' in certain use cases. Gaming is not really one of them.

you can even buy an evo 750 Samsung . it doesn't matter . all of them are good . a warning . only buy Samsung , trust me i know
me and my friends are working with Photoshop and Aftereffect:
i have 750
my friend 850
my other friend 950
they all are the same . all 3 PC's run and work the same speed
