NO POST--Ryzen 5 1600x--MSI x370 Gaming plus--EZ Debug CPU & DRAM on solid

I have recently received all my parts to put together my first Ryzen build. Upon assembly, and first boot, CPU fan and all 3 case fans power up and stay on, GPU fans spin for the first 10 seconds roughly and then stop. The LED strip in the bottom left of the MB comes on and stays on, and the EZ Debug LEDs for both CPU and DRAM come on and stay on. There is no output signal from the motherboard HDMI, or the GPU HDMI or DP.
I have tried placing the DIMMs in every possible configuration, same results. I have jumped the cmos pins, same results. I have disassembled, checked for damage to CPU and socket, made sure all connectors are fully inserted and everything is where it should be, re-assembled and now having the same results.

I started with the monitor connected to the GPU, and I have tried the motherboard also, but now have it connected back to the GPU via HDMI.
I tried hitting the reset button, it hasn't changed anything, unfortunately, although the DRAM Debug LED turns off while I hold the reset button depressed, but returns once I let go.

I have tried using a Viewsonic VX2753 mh-LED via HDMI, and a Samsung U28E590D via DP.
I have all power connectors in place and properly secured, including the 24 pin atx, the 8 pin cpu connector, and the 6 pin connector for the gtx 1060.

I have tried the RAM in every possible configuration, I will attempt breadboarding tomorrow if I do not come across a solution tonight, although I am confident that there is no unwanted contact of components causing ground/shorts.

I have tried that with no success, it may be worth mentioning, it doesn't look like there is power going to any peripherals as the keyboard lights do not come on, nor the light in the mouse sensor.

GPU yes, RAM no. My main system is a i7 4790k/gtx 1080ti, it's on a z97 motherboard unfortunately, only capable of using DDR3 RAM. I will test the GPU to make sure it works, but I feel that my issue has to do with RAM, MB, CPU or BIOS version. I really hope this doesn't result in an RMA.

I was able to test the RAM and the GPU, both are working properly. I spoke with MSI support and described my situation. The tech decided that the MB was most likely defective due to the fact that there was no power to any peripherals. Apparently that is a good indicator of a bad MB. I have begun the RMA process with the retailer and decided to send the CPU back along with the board since I have no way to confirm that it doesn't also have issues. I will update once they analyze my MB and determine the problem.

The motherboard and cpu has been tested by the retailer, and they had no problem getting it to post. It is now being shipped back, saying that both are working normally. I am more confused than ever.
