Is it Power Supply fault or something else?

My Asus AiO V230IC does not switch on at all, no lights are flashing, fan's not spinning, computer seems to be completely dead. But... when I plug in my cell phone to usb port it starts charging. My question is - what's wrong with it? Is it Power Supply unit that's at fault or has something else happened? I appreciate any help, guys!

PSU cables seem to be secure, although I'm not certain if power supply works as it should. Is it possible that it delivers enough power to charge a cell phone, but not enough to power on a computer?

As for taking the GPU out I'll try to do it as soon as I find some time. It's dedicated graphics is Nvidia 930. Do you think that dedicated graphic card's fault could be responsible for total unresponsiveness of the whole system?

And about the power supply - this AiO is not even two years old. What else could go wrong that the computer seems to be completely dead?

Edit: Just to clarify one thing - I'm referring to external AC adapter unit when I use term 'power supply'. Because it's All in One I'm not even sure if it has internal PSU...
