CPU usage / utilization never goes above 20%

So its started a month ago, my laptop was running fine.After a couple day its start to get lagging when I open Games or 3D software.Then I realize my cpu is the problem.My cpu never goes above 20%.I've search it on google and found zero solutions.

btw I'm new here, so I don't know what to do.
and sorry for my bad English.

need to know the tempraturs of your CPU at idle and Full load use software like hwmonitor and show us the screenshot of it

Probably its the Power settings.

so basically the temp is almost the same when idle or playing game.
my power settings is on high performance.
