I will be going university in my next academic year for three years and was planning to buy some pc components such as a 1050ti, s340 elite, ASUS VC239H Monitor and Kraken X52. I will also be using an I7 3770k and ASUS P8Z77-V that my parents are currently using in the living room pc. So should I: Buy these now and let my pc sit there (I will come back during summer holidays) or should I wait after I finish university, wait for prices to drop, and let my parents use the I7 while I’m gone (will the I7's life shorten).

Your cpu should last you a long time if it is taken care of , like 6+ years so i wouldn't worry about the life of it. My 2500k is still going strong overclocked from the first day, 6 years later. Although i am upgrading just because i feel like it.

It is all up to you, new parts that just came out. I don't expect a huge drop in price, maybe 5-10%? Other parts, you may be able to save some money. I'm actually waiting for black friday to see if the new 8th gen intel drop in price at all, as well as ddr4 ram.
