Can the i3-8100 run 1080p at ultra games?

Firstly, my first pc build:

Hi,the i3-8100 (i think its a quad?)
is new ,so i wasn'nt able to find much info about it.

So i was wondering , can it run (with the 1060 3gb) 1080p at ultra (60-200fps).

I will upgrade the cpu to coffee lake i7 (maybe unlocked(k)),but at the moment ,do you think the i3-8100 could play PUBG,overwatch,CSGO or some new titles?

It should be able to run most of those games at high, but your GPU is more limiting than your CPU in this case. PUBG you'll never be able to run at ultra with decent framerates (most PCs can't, it's the games optimization issues that are the problem), and your GPU should be enough for Overwatch, CS:GO, Witcher 3, etc.

Your mileage might vary but you should be able to get 60 fps on most games at 1080p. You might see some dips but it won't be terrible.
 
For your budget, coffee lake I5 can be fit in and is close to I7-8700K 1080p performance :) No need to get that $400 I7, also get 1070, this will even give your 1440p ultra @ 60+ FPS :)

ikr , but im buying this i3 for now just because i want to upgrade it to an i7 8700k later on which needs a Z370.
And do you think it could run gtx 1070 or maybe 1080,if it does,im upgrading the graphics card first.
By "run" i mean will hold back the real gtx 1070/1080 experiance? or "bottleneck" i think…
