8GB RAM but says 70% usage.

I host a minecraft server on my pc and i only allow 2 gb max to it(it's only 3 people who play). Recently my task manager, with nothing open but the server, shows im using 70% usage and its only using around 1.5gb could someone help me? heres a screenshot of my task manager:

Yeah, 96% is not nice. It means the Windows will use page file and that will slow down your programs. Especially in games this can be seen as sudden (and very noticeable) drops of FPS. In order to increase performance, you have two options: close any unnecessary programs while gaming (for example, I see two instances of Windows explorer running - while it won't affect CPU usage, it does use RAM even if minimized and not currently used); or buy more RAM.
Nothing but the server? I see already Chrome opened with at least few tabs. The visible processes take around 3 GB already, and you have to account that Win own processes take some RAM too (and are often not shown in that summary). So, summing up - I see nothing wrong or unusual there. 8 GB this days is just not that much as it used to be.

So If im running a minecraft server and like to play minecraft as well, would updating to 16 gb ram be a reliable option here?
 
Upgrading RAM is always a viable option. The question is, do you really need it. Check the memory usage with all programs running (both server and game plus other things you usually run) - if it is frequently hitting over 95%, then yes, this would mean you would benefit from more RAM. But if keeps below that 95% usage at all time, there would be no difference between having 8 or 16 GB. At least until you try running more programs at same time.
