Two (of three) GPU fans won't spin

I run two ASUS 1080 strix cards in SLI and only one of the fans on the top card spins, and two of the ones on the bottom one. I have tried rebooting, I've set all fans to run at 100% through GPU Tweak II, and according to geforce experience I have the latest drivers. I think this occured after I tried overclocking the cards a little. I set them to 1988 mhz (I've seen them auto-overclock to that speed, and higher, so it shouldn't have been a problem), but then they kept auto-overclocking to over 2100mhz and then the driver crashed. I can only assume that that was when the fans stopped working as I didn't notice right away.
Now I also notice that the cards aren't running at the same clockspeed. One is at 1696 mhz and the other at 1582 mhz, even though I've set GPU tweak to apply the same settings to both cards. I also notice that the fan that's not spinning on the bottom cards kind of "twitches" once every second. As if it's trying to spin but isn't able to. (I think it's worth mentioning that dust etc. isn't the cause of this as there is hardly ANY dust in my computer.

Any ideas?

Okay, so I feel pretty stupid now.
Apparently the FP USB 3.0 cable had moved and was now pressing up against the middle fan on the bottom card, which explains why it wasn't spinning. On the top card it was because of the RGB cable going from the ASUS SLI HB Bridge. I don't know how, but it was making two of the fans on the top card not spin. So long story short, I moved the cables a bit to make sure they didn't hit the fans anymore, and now the problem is solved. And when it comes to the different clockspeeds on the cards I noticed that I didn't have the latest version of GPU tweak II. It said that it had checked for updates without finding a new one, but when I went on the ASUS website I found that there had been several new versions...
