8GB unusable RAM

So this is my rig :

MOBO MSI 760GMA-P34(fx)
CPU AMD FX-6300
GFX SPAPPHIRE RADEON R9 270
RAM 2x4gb Corsair Vengeance DDR3-1600MHz
HD Corsair SSD LE Force 240GB
PSU TURBO-X 550W

I recently got this issue were my system doenst recognize 8gb of ram and only shows 4gb usable is there any fix to it? and yes ofcourse I have 64bit os

Canned Grounding Rant-
shut down system and remove side panel. with the power cable plugged into the PSU touch a bare unpainted metal area of the case. (my favorite spot is an unpainted screw securing the PSU) once you have grounded yourself you can unplug the computers power cable from the PSU and can touch the system.
if you move your feet, or shuffle in your chair, plug in the cord, reground yourself and unplug again.
end canned rant-

try this after grounding yourself
remove and reinsert both sticks of RAM
have you tried using stick one only, boot check for stability reboot and switch memory slots. grounding as needed
then do same with the other stick. you will be able to see if both slots work, and if both sticks work

I will try doing that BUt i have tested both sticks individually and they both work (also it says that I have 8GB of ram but only 4 is usable so It does detect the second ram stick and the slot works aswell)

I had installed windows like 1 - 2 months ago, after a while my PC crashed and since then I have this error

+++ Since my PC wouldnt boot like today I had enough and completely reinstalled windows, It can post now and boot correctly but the issue is still present so Idk. I installed windows 8.1 I had enough with 10 and its problems.

it might be an issue with windows memory allocation. Have you tried running an sfc /scannow command to maybe check for any corrupt windows scripts, as for that may be what is causing the problem.
