For example, I have both of my RAM sticks in slots 2 and 4. If i swap them to each others DIMM slots my computer doesn't work. My BIOS also only uses 8/16GB of RAM. Does this seem like one of my RAM sticks is defective.
Yes, it could be that one of the sticks is defective. Try booting with just one stick plugged in. If it boots with one stick but not with the other, you know the latter is broken.
